\"salmon\"TOTABUANEWS, Kotamobagu<\/strong> – Alokasi anggaran untuk belanja langsung di Dinas Kesehatan (Dinkes) Kotamobagu tahun 2007 sampai 2013 lalu,tak mencapai 10,2 persen dari Anggaran Pendapatan Belanja Daerah (APBD).<\/p>\n

Hal itu dikatakan Kepala Dinkes Kotamobagu, Dr Salmon Helweldery, melalui Kepala Bidang (Kabid) perencanaan,Rutman Lantong SE, seraya menyatakan kalau jumlah yang sesuai dengan aturan pemerintah pusat baru telaksana pada tahun 2014 ini. “Dalam aturan Undang \u2013 Undang republik Indonesia sangat jelas bahwa Pemerintah daerah dari Provinsi sampai Kabupaten \/ Kota wajib mengalokasikan 10 persen anggaran dari APBD. Untuk tahun ini di Dinkes telah sesuai dengan aturan,\u201d kata Rutman Kamis (09\/01).<\/p>\n

Rutman mengatakan, pengalokasian anggaran kesehatan ini tak lepas dari kebijakan kepala daerah selaku pengambil kebijakan tertinggi di daerah. \u201cPerlu diberikan apresiasi atas perhatian Walikota dan Wakil Walikota pada Kesehatan di Kotamobagu,\u201d tuturnya.<\/p>\n

Diketahui, aturan itu tertuang dalam pasal 170 dan 171 undang-undang kesehatan noomor 36 tahun 2009. Dimana, pemerintah pusat wajib untuk mengalokasikan 5 persen APBN untuk pembiayaan kesehatan begitu pula pemerintah daerah baik provinsi maupun kabupaten\/kota wajib untuk menyediakan 10 persen APBD untuk pembiayaan kesehatan. Dengan demikian, maka pemerintah pusat dan daerah minimal harus mengalokasikan anggaran sekitar 30 persen untuk pendidikan dan kesehatan, jika hal ini dapat terpenuhi maka harus diimbangi dengan peningkatan status pendidikan dan kesehatan yang optimal.
